Arafat satte upp säkerhetsstyrkor efter Osloavtalet, för att stoppa terrorism. Ett antal säkerhetsstyrkor som ofta försökte hålla reda på varandra och som till stor del utgjordes av terrorister….   Som vi minns i förhandlingar mellan Fatah och Hamas har Fatah tryckt på att gamla avtal ska gälla.  Visst – avtal är bra, man behöver ju inte hålla dom….

Prime Minister’s Office Issues List Of Major PLO Violations Of The Oslo Accords

1. Opening Fire On Israeli Forces
In September 1996, Palestinian policemen opened fire on Israeli soldiers and civilians during the disturbances in Judea, Samaria and Gaza, resulting in the deaths of 15 Israelis. The Palestinian Authority (PA) leadership actively instigated the rioting and took no steps to halt the armed attacks by PA police against Israeli forces. This was the most grievous violation of the Oslo accords to date by the Palestinians. As Joel Singer, legal advisor to Prime Ministers Rabin and Peres and one of the chief architects of the Oslo accords, put it, “The Palestinian policemen committed a very, very serious violation of one of the basic principles in the agreement with Israel. Nothing can justify such behavior.” (Near East Report, October 21, 1996). The accords require that the Palestinian police act to prevent violence and cooperate with Israeli security forces (see, for example, Annex I, Article II). The conceptual foundation of the Oslo Accords is the rejection of violence and force as tools in the conduct of bilateral relations. By initiating violence against Israelis, the PA has violated a cornerstone of the agreement.

2. Failure To Confiscate Illegal Arms And Disarm And Disband Militias
The PA is obligated to disarm and disband all militias operating in the autonomous areas and to confiscate all unlicensed weapons (Article XIV; and Annex I, Articles II (1) and XI). Nevertheless, five militias – Hamas, Islamic Jihad, the PFLP, the DFLP and Fatah – continue to remain armed, and the PA has refused to disarm them. The PA has failed to undertake a systematic crackdown on illegal weapons, and has confiscated just a few hundred of the tens of thousand of weapons circulating in the autonomous areas. The PA’s violation of these provisions of the accord have allowed terror groups to remain active and well-armed and to carry out deadly attacks against Israelis.

3. Failure To Extradite Suspected Terrorists To Israel
The PA is required to turn over for trial all suspects whose extradition is requested by Israel (Annex IV, Article II(7)), yet they have not extradited any of the 19 terror suspects whom Israel has sought for crimes such as murder and attempted murder. By failing to turn over wanted suspects to Israel, the PA has allowed terrorists to go unpunished, thereby encouraging others to carry out attacks in the knowledge that they will not have to answer for their actions.

4. Incitement To Violence Against Israel
The PA leadership is obligated to refrain from incitement to violence, as part of their commitment to foster mutual understanding and to combat terrorism Article XXII). Nonetheless, PA Chairman Yasser Arafat has repeatedly called for jihad (holy war) against Israel, praised prominent terrorists such as Yihya Ayyash “the Engineer” and encouraged acts of violence against Israelis. On October 21, 1996, Arafat met with a delegation of Hebron Arab notables, and in response to their complaints about the presence of Jewish settlers in the city, he rebuked them, saying. “What, have you run out of stones in Hebron?” (Voice of Israel, October 22, 1996). Previously , on August 6, 1996, Arafat called Israel a “demon” and urged Arabs to use “all means” at their disposal to fight Israel (The New York Times, August 7, 1996). Speaking before Palestinian forces in Gaza on September 24, 1996, Arafat said, “They will fight for Allah, and they will kill and be killed../…Palestine is our land and Jerusalem is our capital” (Maariv, October 4, 1996). Incitement by Arafat and other senior PA officials encourages violence and undermines attempts to foster peace and mutual understanding.

5. Failure To Change The PLO Covenant
The PLO was obligated to amend the clauses in the Palestinian National Covenant which called for the destruction of Israel no later than May 7, 1996 (Article XXXII(9)). On April 24, 1996, the PLO’s Palestinian National Council (PNC) met and approved such an amendment in principle, yet “the vote did not actually change the covenant but gave authority to a PNC legal committee to do so or to draw up a completely new charter within six months, ” (The Jerusalem Post, April 25, 1996). Six months have passed, and no such changes have been made, nor has the PLO specified which particular articles will be changed, how they will be changed or when the changes will go into effect. By leaving the Covenant intact, the PLO sends a clear message that is has not renounced violence nor accepted Israel’s right to exist.

6. Opening PA Offices In Jerusalem
The PA is required to locate all of its offices and ministries exclusively in areas under its jurisdiction (Article I(7)). Nevertheless, the PA has violated this provision by maintaining offices such as the Orient House in Jerusalem. The PA Ministry of Religious Affairs and the PA Office of the Mufti are both located in Jerusalem, and several other PA office operate in other sections of the city. In addition, Palestinian policemen operate in Jerusalem, in contravention of the agreements. They have been involved in activities such as kidnapping, torturing, and killing human-rights activists, journalists and suspected collaborators with Israel and punishing perpetrators of “moral crimes.”

7. Recruiting Terrorists To Serve In The Palestinian Police
The PA is required to summit a list of all potential police recruits to Israel for approval (Annex I, Article IV(4)) to forestall the possibility that members of terrorist groups will join the PA security services. The PA has consistently failed to provide comprehensive listings of potential recruits to Israel and has proceeded to recruit policemen without prior Israeli consent. In several instances, the PA has draftd wanted terrorists to serve in the security forces. Abd al-Majid Doudin, who helped plan the suicide bombing in Jerusalem on August 21, 1995, was convicted and sentenced by a PA court to 12 years imprisonment, but was subsequently freed and hired by the Palestinian police in Jericho. Similarly, Rajah and Amr Abu-Sita, who murdered Uri Megidish on March 8, 1993 and whose extradition was requested by Israel, were drafted to serve in the PA police in Gaza, (Yediot Ahronot, June 24, 1994). Such steps by the PA endanger the prospects for cooperation between Israeli and Palestinian security forces and pose a security threat by providing terrorists with access to weapons and intelligence information.

8. Exceeding The Limit On The Number Of Palestinian Police
Under the Gaza-Jericho accord of May 1994, the PA was permitted to deploy a total of 9,000 policemen (Annex I, Article III(3)), but in actuality the number of Palestinian policemen was nearly 20,000. Under Oslo 2, the PA my deploy up to 24,000 policemen in Areas A and B, including Gaza, (Annex I, Article IV(3)), yet they have exceeded this figure by at least 10,0000. Reports in late September 1996 suggest that the PA security forces may exceed 50,000 men.

9. Abuse Of Human Rights And The Rule Of Law
The PA is obligated to conduct its affairs “with due regard to internationally-accepted norms and principles of human rights and the rule of law” (Article XIX). As various international human rights groups, such as Amnesty and Middle East Watch have pointed out, the PA security forces have systematically utilized arbitrary arrests, detention and torture. Human rights activists, such as Bassam Eid, have been abducted by PA security agents, and freedom of the press has been virtually eliminated, with no criticism of the regime tolerated in the Palestinian media.

10. Conduct Of Foreign Relations
The agreements explicitly forbid the PA from conducting foreign relations, allowing instead the PLO to conduct relations on the PA’s behalf for a limited set of purposes, such as concluding economic and cultural agreements (Article IX). Nevertheless, the PA has violated this provision and engaged repeatedly in diplomacy on the bilateral, multilateral (i.e. Arab League) and international (i.e. United Nations) levels.

På något sätt blir man hela tiden påmind om att en muslim inte behöver hålla några avtal till fienden – enbart så länge han känner sig svagare. Den grundläggande principen är väl beskriven på denna länk. Detta metodiska ljugande är alltså något som en god muslim anser är rekommenderat av Allah, det där med att “du skall inte ljuga” är enbart en judisk uppfinning.

Hur många säkerhetsstyrkor finns? Enligt en mycket osäker källa, Wikipedian, är de kanske 30.000 – i stort sett betalda av EU, dina skattepengar. De som befinner sig i Gaza gör ingenting eftersom Hamas annars dödar om, men de får likväl betalt.

2: Daytons amerikansk-arabiska armé

Bush startade bygga upp en elitarmé under general Keith Dayton åt Abbas år 2005. För två år sedan skrevs det:

For their part, both the US and Israel also have a strategic vision. Unfortunately, it is grounded in fantasy.

Washington and Jerusalem wish to solve all the problems of the region and the world by establishing a Palestinian state in Gaza, Judea, Samaria and Jerusalem. While Israel now faces Iranian proxies on two fronts, in their meeting at the White House today US President George W. Bush and Prime Minister Ehud Olmert will gush about their support for Palestinian statehood. Creepily echoing LSD king Timothy Leary, they will tune out this reality as they drone on about the opportunities that Gaza’s transformation into a base for global jihad afford to the notion that promoting the Fatah terrorist organization’s control over Judea and Samaria can make the world a better, safer, happier place.

Today Bush and Olmert will announce their full support for Fatah chief and Palestinian Authority chairman Mahmoud Abbas’s new government. The US will intensify General Keith Dayton’s training and arming of Fatah forces. Israel will give Fatah $700 million. The Europeans and the rest of the international community will give the “moderate, secular” terror group still more money and guns and love. The US will likely also demand that Olmert order the IDF to give Fatah terrorists free reign in Judea and Samaria.

Olmert and Bush claim that by backing Abbas militarily, financially and politically they will be setting up an “alternative Palestine” which will rival Hamas’s jihadist Palestine. As this notion has it, envious of the good fortune of their brethren in Judea and Samaria, Gazans will overthrow Hamas and the course will be set for peace – replete with the ethnic cleansing of Judea and Samaria and eastern Jerusalem of all Jewish presence.

Fatah forces barely raised a finger to prevent their defeat in Gaza in spite of the massive quantities of US arms they received and the military training they underwent at the hands of US General Keith Dayton. Bush, Olmert and all proponents of the notion of strengthening Fatah in Judea and Samaria refuse to answer one simple question: Why would a handover of Judea and Samaria to Abbas’s Fatah produce a better outcome than Israel’s 2005 handover of Gaza to Abbas’s Fatah?

They refuse to answer this question because they know full well that the answer is that there is absolutely no reason to believe that the outcome can be better. They know full well that since replacing Yasser Arafat as head of the PA in 2004, Abbas refused to take any effective action against Hamas. They know that he refused to take action to prevent Hamas’s rise to power in Gaza and Judea and Samaria. They know that the guns the US transferred to Fatah in Gaza were surrendered to Hamas without a fight last week. They know that the billions of dollars of international and Israeli assistance to Fatah over the past 14 years never were used to advance the cause of peace. They know that that money was diverted into the pockets of Fatah strongmen and utilized to build terror militias in which Hamas members were invited to serve. They know that Fatah built a terror superstructure in Judea, Samaria and Gaza which enabled operational cooperation between Fatah, Hamas and Islamic Jihad terror cells.

Jag såg en notis från 2008 att hela projektet planeras kosta USA:s skattebetalare $1.3 miljarder.

Tanken är att Daytons armé ska uppgå till 5000 vältränade män.  Att det ligger i “USA:s nationella intresse” att på detta sätt tvinga fram en tvåstatslösning utan att Abbas behöver uppfylla ett enda av de uppställda villkoren i Vägplanen.

Daytons ytterst välförsedda armé, glamoröst beskriven i NY Post -  små små fnurror om man läser lite noggrannare. I slutet av maj i år skrevs det:

Beyond Obama’s timeline, over the past week, two other developments made it apparent that regardless of what Iran does, the Obama administration will not revise its policy of placing its Middle East emphasis on weakening Israel rather than on stopping Iran from acquiring nuclear weapons. First, last Friday, Yediot Aharonot reported that at a recent lecture in Washington, US Lt.-Gen. Keith Dayton, who is responsible for training Palestinian military forces in Jordan, indicated that if Israel does not surrender Judea and Samaria within two years, the Palestinian forces he and his fellow American officers are now training at a cost of more than $300 million could begin killing Israelis.

Assuming the veracity of Yediot’s report, even more unsettling than Dayton’s certainty that within a short period of time these US-trained forces could commence murdering Israelis, is his seeming equanimity in the face of the known consequences of his actions. The prospect of US-trained Palestinian military forces slaughtering Jews does not cause Dayton to have a second thought about the wisdom of the US’s commitment to building and training a Palestinian army.

Dayton’s statement laid bare the disturbing fact even though the administration is fully aware of the costs of its approach to the Palestinian conflict with Israel, it is still unwilling to reconsider it. Defense Secretary Robert Gates just extended Dayton’s tour of duty for an additional two years and gave him the added responsibility of serving as Obama’s Middle East mediator George Mitchell’s deputy.

Det är väl inget större hinder att  människorättsgrupper redan klagar högljutt över brutaliteten hos dessa arabiska säkerhetsgrupper, se denna länk.

Inget större hinder heller att PA, Abbas “regering” skryter högljutt om hur många terrordåd som dessa “säkerhetsgubbar” har utfört emot judar. Detta för att visa hur mycket tuffare de är än Hamas. PA säger till Hamas att de inte ska tala illa om Daytons armé eftersom den antagligen blir ryggraden vid nästa krig mot Israel. En palestinsk människorättsgrupp har publicerat en skarp rapport om tortyr i de palestinska fängelserna.

Så hur många soldater kan Abbas få fram, få hjälp av diverse utomstående under svepskälet att det är emot terror, mot Hamas – hans politiska motståndare? Enligt CIA Factbook har han 545.653 män i lämplig ålder som kan tränas upp.

Nu är det USA som tränar en armé av araber mot judarna. Innan var det England:

Detta ger förstås en iskall påminnelse hur det var den Brittiska kommandören över Arablegionen, Glubb Pasha, som attackerade judarnas huvudstad Jerusalem och såg till att den illegalt ockuperades av Jordanien under 19 år innan Israel förenade bitarna av sin huvudstad igen.

3: Frankrikes fransk-arabiska armé

Nästa armébyggare mot judarna är kanske Frankrike.

IDF, Israels armé – supportar att ännu en arabisk armé byggs upp i Judéen/Samarien! Denna ska tränas speciellt för att hitta terrorister, vilket de andra inte är så bra på och Frankrike har ivrigt lovat att bygga upp denna armé för att få bättre fotfäste i området, liksom de hade i stora delar av Mellanöstern under perioder under nittonhundratalet.

Konstigt nog vill varken USA eller Frankrike göra ett dugg för att eliminera terroristhotet från Gaza – där det hade varit av störst nytta. Där har gjorts olika gissningar – mellan en dag och en månad – hur länge det skulle dröja innan Hamas och Islamic Jihad med hjälp från al Qaeda och iran, skulle ta över Västbanken, utan Israels närvar, lika lätt som de tog över Gaza. Ta god hand om alla vapen och träning som araberna där har fått från USA och EU. Och Israel – Barak gav just de små oskyldiga arabiska telningarna 1000 Kalashnikovs i present. Läs gärna de omkring 100 mycket bistra kommentarerna under artikeln. En kommentar var rakt på sa:

On September 28, 2001, the UN Security Council passed binding Resolution 1373. Resolution 1373, which was initiated by the US government, and was passed by authority of Chapter VII, committed all UN member states to “refrain from providing any form of support, active or passive, to entities or persons involved in terrorist acts.” Resolution 1373 further required UN member states to “deny safe haven to those who finance, plan, support, or commit terrorist acts or provide safe haven” to those that do.

Det är alltså brott mot internationell lag att ge vapen till terrorister – och många inom Fatah är terrorister.

Man undrar vad folk i flyktingläger i Darfur tänker om den enorma lyxen på Västbanken. mer än 82% av araberna där har satellitmottagare – se i slutet av denna referens. Den ena shoppingområdet för lyxvaror efter det andra öppnas, se t.ex. berättelsen om det senaste här och här och här och  här.

Och vem sitter och surar och inte får vara med i galoppen och attackerna mot judarna? Ryssland förstås! De kommer, var så säker! OK, lugnar sej Netanyahu och Barak lite så kan kanske Lieberman fixa så Ryssland inser att de har allt att vinna på att stå på Israels sida. Han har redan varit i Kreml och diskuterat saken, på ryska.
